Speak to all the congregation of the people of Israel and say to them, You shall be holy, for I the Lord your God am holy.

In asking us to seek sanctification, God does not expect us to find it ourselves. Because it's impossible. If we ourselves worked to be sanctified, we would quickly give up along the way, we would even fail, because we are sinners living in a corruptible body. We are more likely to sin than to walk in sanctification.
You don't need to desperately search for something you don't have or can't have on your own. What the author means by seeking sanctification is to continue walking in the sanctification that God has already given you. The Bible clearly tells us that it is God who decides to declare us holy for himself.
In the Old Testament, God ordered a ritual to sanctify Himself. What must be understood is not the ritual which sanctified those who performed it, it was God Himself who made them holy as long as they obeyed his command. The ritual was to lead the people to live in obedience to His word. So whatever action you take in the process of sanctification, as long as it is not in harmony with the will of God, it will be of no use to you. Live by the Spirit of God and you will do the works of the Spirit, that is sanctification according to God.
